UMP PEBB Open Enrollment

Welcome to the Public Employees Benefits Board (PEBB) Program open enrollment. Open enrollment starts November 1 and ends November 30, 2023. Benefit coverage will begin January 1, 2024.

This page offers information that may be helpful during open enrollment. Find out what’s new for 2024, learn about your options, and compare the UMP plans to find the one that best fits your needs.

Attend a PEBB benefits fair to meet with plan representatives and to learn more about your options for 2024. Benefits fairs will be held across Washington between November 1-14. Visit PEBB benefits fairs for the full schedule and more details.

You can find out more about all of UMP’s plans online with PEBB’s virtual benefits fair.

A virtual benefits fair is a way to learn about your benefit options through an online, interactive, and personalized experience. Virtual benefits fairs will be available anytime, day or night, starting September 30.

Use your computer, tablet, or smartphone to visit UMP’s virtual benefits booth. Once there, you can view UMP’s short videos to get an overview of all UMP plans or select a specific plan to see more detailed information.

  • Puget Sound High Value Network (PSHVN): Thursday, October 26, noon to 1 p.m. PST

Communication Access Real-time Transcription (CART) services, or live closed captioning, are available for this event, on demand. Scheduling CART services requires a two-to-three-week lead-time. To request this accommodation, please submit a request to Lauren Johnston at lauren.johnston@hca.wa.gov as soon as possible. If you make your request less than a week in advance of the event, our language access manager cannot guarantee that a CART writer will be available.

2024 monthly premiums

To compare 2023 and 2024 premiums for UMP members, read the UMP 2024 premiums flyer.

For the complete list of 2024 premiums, visit the PEBB website (employees, retirees, PEBB Continuation Coverage) or read the PEBB Program’s October For Your Benefit newsletter, which will be mailed or emailed (depending on the delivery method you chose) starting on October 20, 2023.

Note: Non-represented ESD employees and employees who work for an educational service district, city, tribal government, county, port, water district, hospital, etc., must contact their payroll or benefits office to get their monthly premiums.

Key benefits remaining the same for 2024

There are no changes to the following for UMP Classic, UMP Select, UMP Plus–PSHVN, and UMP Plus–UW Medicine ACN members:

  • Medical deductible;
  • Prescription drug deductible;
  • Out-of-pocket maximum; and
  • SmartHealth wellness incentive ($125 deductible credit to those who qualify)

Changes to existing benefits for 2024

  • The UMP Consumer-Directed Health Plan (CDHP) deductible is increasing
    The deductible for UMP CDHP members is increasing to $1,600 for a single subscriber and $3,200 for a family. This is an increase from $1,500 for a single subscriber and $3,000 for a family. This deductible increase is required to maintain compliance with IRS rules, so that a subscriber can make eligible health savings account (HSA) contributions in 2024. UMP CDHP members will be receiving a new ID card for 2024 with the updated deductible amounts.

  • The 24-hour nurse line phone number is changing for most plans
    The phone number for the 24-hour nurse line for the UMP Classic, UMP Select, UMP Consumer-Directed Health Plan (CDHP), and UMP Plus–Puget Sound High Value Network (PSHVN) plans is changing to 1-877-375-2599 (TRS: 711). Members on these plans will receive new member ID cards for 2024. Note: The 24-hour nurse line phone number is not changing for the UMP Plus–UW Medicine Accountable Care Network (ACN) plan.

  • Changes to coverage for hearing aids
    Starting January 1, 2024, you will pay $0 of the $3,000 benefit limit per ear every 3 calendar years for prescribed hearing aids. You will be responsible for any charges exceeding the $3,000 benefit limit. Other covered hearing-related services such as ear molds, and initial batteries and cords will be paid at the standard rate. Note: Hearing aids are subject to the deductible under the UMP CDHP.

  • Changes to coverage for family planning services
    Starting January 1, 2024, you pay the preventive rate for covered voluntary and involuntary termination of pregnancy (abortion or miscarriage) from a network provider. If you receive covered services from an out-of-network provider, you pay the standard rate. Note: Services are subject to the deductible on UMP CDHP plan.

  • Changes to coverage for outpatient dialysis services for most plans
    Starting January 1, 2024, you pay the standard rate during your initial outpatient treatment period of three months. Once the supplemental treatment period begins, you will pay 0% of the allowed amount for covered outpatient dialysis services. You may also be eligible for Medicare Part B coverage and to get your Medicare Part B premiums reimbursed by the plan. If you are not enrolled in Medicare Part B and you receive outpatient dialysis from an out-of-network provider during the supplemental treatment period, you will be responsible for any amount exceeding the allowed amount (known as balance billing). Note: This change does not apply to the UMP CDHP plan. Call UMP Customer Service to connect with a care manager who can assist you.

  • Changes to the Centers of Excellence Program
    MultiCare Capital Medical Center will no longer participate in the Centers of Excellence Program for spine care as of January 1, 2024. Virginia Mason Medical Center will continue to serve members through its Centers of Excellence Program for knee and hip joint and for spine care.

  • Prescription drug costs
    For information about 2024 prescription drug costs, please visit the 2024 plan webpage you are interested in (UMP Classic, UMP Select, UMP CDHP, UMP Plus–PSHVN, UMP Plus–UW Medicine ACN).
  • See changes to the UMP Preferred Drug List
    Starting in November, see a list of anticipated changes to the UMP Preferred Drug List (PDL). The list is updated throughout the year and does not contain every anticipated change to the UMP PDL. It only contains changes that may negatively impact members, such as increasing a drug’s cost or limiting the amount of drug available per refill.

UMP Plus service area changes

  • UMP Plus–Puget Sound High Value Network (PSHVN): Learn more about the plan by visiting the UMP Plus–PSHVN webpage.
    • For 2024, UMP Plus–PSHVN does not have any service area changes. The plan will continue to serve Chelan, Douglas, King, Kitsap, Pierce, Snohomish, and Yakima counties.

  • UMP Plus–UW Medicine Accountable Care Network (UW Medicine ACN): Learn more about the plan by visiting the UMP Plus–UW Medicine ACN webpage.
    • For 2024, UMP Plus–UW Medicine ACN will no longer serve Kitsap County. UMP Plus–PSHVN will still be available in Kitsap County and is substantially similar to UMP Plus–UW Medicine ACN. Benton and Franklin counties are being added to the service area.
    • The service area in 2024 will include Benton, Franklin, King, Pierce, Skagit, Snohomish, Spokane, and Thurston counties.

General changes

  • At home COVID-19 testing
    COVID tests are covered at no cost to UMP members, up to $12 per test kit, under your prescription drug benefit. Each member on your plan can receive up to two test kits per month. Use the Pharmacy Locator Tool to locate a network pharmacy. Be sure to present your UMP member ID card and make your purchase at the pharmacy counter to have your test kits processed according to your pharmacy benefit. If you purchase a test kit at a non-network pharmacy or pay for the kits out of pocket at a retail location, you will need to complete the OTC COVID-19 At Home Test Claim Form for reimbursement. Submit the completed form along with your receipts to the address or fax number listed on the form. Note: At-home COVID tests are not covered under the UMP medical benefit.

  • SmartHealth is getting a refresh
    Beginning in January, this platform will be administered by WebMD and will have new functionality, a new look, new content, and more activities to help you get and stay healthy! Create your account, complete your well-being assessment to receive customized activity recommendations, participate in hundreds of challenges, and complete requirements to receive a $125 deductible incentive ($125 HSA credit for those with UMP Consumer-Directed Health Plan (CDHP).

  • UMP is updating its privacy practices
    UMP is updating the UMP Notice of Privacy Practices (effective November 1, 2023). It will be posted on the UMP notice of privacy practices webpage. Read it to learn how UMP and the Health Care Authority are protecting your personal information.

If you qualify for services, the UMP Centers of Excellence (COE) Program covers single knee and single hip replacement surgery, and spine care evaluation and/or surgery for low to no cost.

This program is available for all UMP members except those enrolled in UMP Plus and UMP members enrolled in Medicare as their primary coverage.* To learn more, watch the COE video or visit Premera’s COE program website.

*Medicare and UMP Plus members have access to covered services related to joint replacement and spine care outside of this program.
